Congress enacted the Prison Rape Elimination Act (PREA) of 2003 to address sexual misconduct in juvenile facilities, jails, prisons, and other secure confinement facilities. National standards were developed for enhancing the prevention, detection, reduction, reporting, and response of sexual assault, abuse, and harassment. The standards address the following: resident and staff education and training, staffing ratios, facility design, data collection, and hiring and promotion decisions. PREA calls for all correctional facilities to have a zero-tolerance policy regarding sexual abuse and harassment. It is the policy of the W. W. Moore, Jr. Detention Home to fully comply with the Prison Rape Elimination Act (PREA) and the National Standards promulgated by the United States Department of Justice to prevent, detect, and respond to prison rape under PREA and to provide a safe, humane, and secure environment for all residents free of any form of sexual misconduct, including sexual abuse, sexual assault, and sexual harassment.
