Appeal Process

The Appeal process for the 2024 reassessments has been completed and is now closed.

Filing an Appeal

If you believe your Real Estate assessment value is incorrect you can file an appeal with our office. We recommend that you speak with one of our staff appraisers so that we may analyze any pertinent information you may have. If your appeal can not be solved at the office level, you have rights to appeal to the Board of Equalization.

All appeals should be based on fair market value, lack of uniformity or errors regarding such property. It is a Constitution of Virginia requirement that Real Estate assessments represent fair market value. https://law.lis.virginia.gov/constitution/article10/section2/

Commercial: Owners should provide sales, income, and expense statements. Also, any other data that would be pertinent to the claim as to why the assessment value is not reflecting fair market value.

Residential: Owners should provide market value sales, lack of uniformity analysis and any other data that would be pertinent to the claim as to why the assessment value is not reflecting fair market value.

*Note: If you have a representative filing an appeal on your behalf, we require a signed and notarized letter of authorization from the property owner.

Tips in the Appeal Process

  • It is advised for the property owners to gather all data as to why they believe our assessment value is incorrect.
  • Call or come by our office to discuss your assessment with our staff appraisers. We encourage owners to speak with us so they can better understand the assessment process and how the assessed value is derived. This will also allow for better documentation of your appeal should you wish to continue to a Board of Equalization hearing.
  • Our staff will need to make a field inspection of your property. Staff will verify that we have all correct information and make note of anything that is not.
  • After the field inspection the information gathered is then compared with our records, it is then analyzed to determine if changes need to be made. The beginning assessed value will either be decreased, increased, or remain the same. The Assessor will review any final determination.
  • The property owner is then advised of that final determination by mail. Information will also be given on your right for further appeal through our Board of Equalization.

*Note: Board of Equalization appeal hearings are only held on Reassessment years.
