Assistant Commonwealth's Attorneys

Petra Haskins joined the office as a Senior Assistant Commonwealth's Attorney in June, 2010. She is now the Chief Deputy Commonwealth Attorney.

Petra graduated from George Mason University in 1992 with a bachelor of science in Administration of Justice. She received her juris doctorate from George Mason University School of Law in 1996.

Petra is a supervising attorney who is primarily assigned to prosecuting felony cases in the Circuit Court although she does handle dockets in the lower courts as well. Petra also participates in the coordination of the multidisciplinary team and in the Sexual Assault Response Team.

Mark Hicks is a Deputy Commonwealth's Attorney rejoining our office June of 2023.

Mark graduated from Liberty University in 2009 with a Bachelor of Science in Government. Mark received his juris doctorate from the Liberty University School of Law in 2012.

Mark prosecutes felony and misdemeanor cases in all three courts with an emphasis on major cases.

James is an Assistant Commonwealth’s Attorney joining our office in February 2025.

James graduated from Liberty University College of Arts and Sciences in 2021 with a Bachelor of Science in History. James received his juris doctorate from the Liberty University School of Law in 2024.

James prosecutes felony and misdemeanor cases in all three courts.

Samantha is an Assistant Commonwealth’s Attorney joining our office in June 2025.

Samantha graduated from the University of North Carolina at Chapel Hill in 2022. Samantha majored in Sociology. She received her juris doctorate from William & Mary Law School in 2025.

Kenneth Kuper has served as an Assistant Commonwealth's Attorney since December, 2019. Kenneth graduated from Regent University in 2016 with a Bachelor of Arts in History. Kenneth received his juris doctorate from the Antonin Scalia School of Law in 2019.

Kenneth prosecutes felony and misdemeanor cases in all three courts and assists with the multidisciplinary team.

David McKaig has served as an Assistant Commonwealth's Attorney since July, 2018 and is now a Senior Assistant Commonwealth Attorney.

David graduated from North Carolina State University in 2006 where he majored in history. He received his juris doctorate from the North Carolina Central University School of Law in 2014.

David prosecutes felony and misdemeanor cases in all three courts. David also coordinates the Circuit Court docket.

Jonathan Moeller has served as an Assistant Commonwealth's Attorney since June, 2021.

Jonathan graduated from Hillsdale College in 2014 where he majored in politics. He received his juris doctorate from George Mason University School of Law in 2020.

Jonathan prosecutes felony and misdemeanor cases in all three courts with an emphasis on white collar crime cases. Jonathan also coordinates the General District Court docket.

Bo Palmore has served as an Assistant Commonwealth's Attorney since September, 2018 and is now a Senior Assistant Commonwealth Attorney.

Bo graduated from the University of Virginia in 2009 where he majored in History. He received his juris doctorate from Antonin Scalia George Mason School of Law in 2017.

Bo prosecutes felony and misdemeanor cases in all three courts and is the coordinating attorney for all forfeiture cases.

Joshua Twiggs has served as an Assistant Commonwealth's Attorney since October, 2022.

Joshua graduated from Greenville College in 2008 with a Bachelor of Science in Marketing and Music Business. Joshua received his juris doctorate from the Liberty School of Law in 2013.

Joshua prosecutes felony and misdemeanor cases in all three courts. Joshua also coordinates the docket for Juvenile and Domestic Relations District Court.
